The Thetford Planning Commission currently consists of seven or more members appointed by the Selectboard. The duties of the Planning Commission are set forth in Title 24, Section 4325 of the laws of the State of Vermont. These include preparing and amending the Town Plan, zoning bylaws, and subdivision regulations, and undertaking studies and making recommendations on matters of land development.
Please note that there are vacant seats on the commission, and we encourage town residents who are interested in helping to shape the future course of commercial and residential development in Thetford to visit any of our warned meetings to see if they might consider becoming members. The Planning Commission is now working on revisions to both the Town Plan and the subdivision regulations. The current Town Plan was originally adopted in 2007 and then readopted in 2012 with no changes other than the adoption date. You can download the current Town Plan document file from the Town Documents Page.
At this stage in the Town Plan process, we have completed an approved draft for public review and have held a public hearing (in two sessions, on August 16, 2016 and September 20, 2016). We are now in the process of discussing and deciding on all of the comments collected at the hearing, at warned meetings, and through emails and letters. The comment resolution document, containing all of the comments and the Commission’s proposed resolution for each one, will be posted on this page as soon as possible and updated regularly.
The draft Town Plan is still available for downloading below (and also from the Town home page and the Town Documents page). This is not a high resolution file, so photos and images may appear blurry when printed, particularly the maps in the appendix. For those of you who wish to study the maps closely, you can download a high-resolution file separately, using the second link below. Printed copies are available from the Town Clerk’s office. You are still welcome to submit comments via email, USPS, or at any regular meeting.
New Town Plan Approved Draft, Maps, and Proposed Land Use District Changes for Review
The draft of the proposed Town Plan linked below contains the approved content for the warned hearing. The full draft is 10 Mbytes but the maps are low resolution. The separate high-resolution map file is 9 Mbytes. Both files are in PDF format (requires Adobe Acrobat Reader to open). Click on the filenames to download. In addition, there are three PDF files describing proposed changes to the Post Mills and Thetford Hill Zoning Districts, respectively. The first two files are each about 6 Mbytes; they include before-and-after maps to help illustrate what parts of each village would be changed. The third file (only 94 kbytes), is a table of land uses, showing which are permitted, conditional, or non-allowed in each of the Town’s zoning districts, including the newly proposed Neighborhood Residential District. A complete description of the types of uses and development currently allowed and not allowed in each of Thetford’s zoning districts is given in Thetford’s Zoning Bylaw, available on the Town Documents Page.

The Planning Commission does not have an office or office hours. Written information may be directed to the Planning Commission by sending it to the Thetford Town Hall. The Planning Commission has regularly scheduled meetings on the 1st and 3rd Tuesday evenings of the month, at 7:15 p.m. in the meeting room of Town Hall. These meetings are open to the public.
